Yes, a new foil makes a big differenceMay 11, 2009

Because the center blades are contained in the foil assembly, and because the center blades trim the hairs down and prepare them for the close cutting side blades, having a new foil with sharp center blades makes a big difference, and can reduce the time it takes to shave.
From the packaging: Panasonic recommends replacing the foil every year, where they only recommend replacing the side blades (Panasonic WES9080P Shaver Replacement Blade) every two years.

Didn't realize that the screen wears down so I didn't order one when I brought a new blade. Wasn't happy with the comfort of the shave with the new blade so I ordered a new screen. What a difference, the razor shaves like when it was new!
